FBR Digital Invoicing: A Guide for Businesses in Pakistan
Published 7 November 2026 · Cirumtech ERP team
The Federal Board of Revenue (FBR) is moving sales tax compliance from monthly paperwork to real-time digital records. Under digital invoicing, invoices issued by sales tax registered businesses are shared electronically with FBR's system as they are created, rather than only being summarized in the monthly return.
This guide explains what digital invoicing means for your business, how integration works in general terms, and how to prepare your invoicing and ERP systems.
Rules, deadlines and the categories of businesses covered are set by FBR notifications and change over time. Always confirm the current requirements on the FBR website and with your tax advisor.
What is FBR digital invoicing?
Digital invoicing (also called e-invoicing) means that each sales tax invoice is generated by an approved system and transmitted to FBR electronically. FBR validates the invoice and returns a unique invoice reference, which is printed on the invoice, typically with a QR code that lets the buyer or FBR verify it.
It builds on FBR's earlier point-of-sale (POS) integration for Tier-1 retailers, and extends real-time invoice reporting to other sales tax registered businesses, including manufacturers, importers, wholesalers and distributors, in phases.
Why FBR is introducing it
- To reduce fake and flying invoices used to claim input tax.
- To match buyers' input tax claims with sellers' declared sales automatically.
- To move towards pre-filled sales tax returns and fewer manual audits.
How integration works
In general terms, your invoicing system or ERP connects to FBR's digital invoicing system through an API (a secure electronic connection). Businesses can typically integrate either directly with FBR's system or through an FBR-licensed integrator. The usual flow is:
- You create a sales tax invoice in your system.
- The system sends the invoice data (seller and buyer NTN/registration details, items, quantities, values, tax rates and amounts) to FBR.
- FBR validates the data and returns an FBR invoice number.
- Your system prints the FBR invoice number and QR code on the invoice given to the customer.
- Debit and credit notes are reported in the same way.
How to prepare your business
1. Check whether and when it applies to you
Confirm with your tax advisor which FBR notification covers your business category and the deadline that applies.
2. Clean your customer master data
Digital invoices need accurate buyer details. Make sure customers' NTN, sales tax registration numbers, names and addresses are correct and complete in your system.
3. Clean your item and tax data
Each item needs a correct description, unit of measure, tax rate and, where required, an HS code. Inconsistent item data is the most common reason invoices are rejected.
4. Stop issuing invoices outside the system
Handwritten, Excel or Word invoices cannot be reported in real time. All sales tax invoices need to come from one system that can integrate with FBR.
5. Plan for connectivity and exceptions
Decide what happens if the internet or FBR's system is temporarily unavailable, who corrects rejected invoices, and how credit notes and returns are handled.
6. Talk to your software provider early
Ask your ERP or invoicing vendor how they support FBR digital invoicing, whether they integrate directly or through a licensed integrator, what it costs, and how long setup and testing take.
Why an ERP makes digital invoicing easier
Digital invoicing is much easier when invoices already come from an integrated system. In an ERP, customer details, item master, tax setups and invoices are all in one place, and sales, stock, receivables and the Sales Tax Register stay consistent. Businesses still invoicing from spreadsheets or standalone billing tools usually find that moving to an ERP is the first step. Read what is ERP software to see what that involves.
